What to study
Engineering does not replace the workshop, it hangs over it: the submenu (build/buy items, build facilities, the Foundry) floats on the room where the work happens, with Dr. Shen's portrait anchoring the department and the engineer count (23) and project state (none current) in the bottom bar. Hovering Build Facilities already explains itself, so the menu teaches before the player commits. Frame at about 5:07 in the XCOM EU The Story Trailer (Steam).
