What to study

Legislation in Suzerain is reading, and this screen commits to it: a tourism bill presented as an actual bill, sections, subsections, named cities, with its price, [-1 Government Budget], typeset as the final clause of the text rather than a UI surcharge. The player who skims signs blind; the player who reads learns which cities gain, which landmarks are restored and what the treasury pays, which is exactly the information asymmetry real executives work under. The Veto/Sign seal buttons close the fiction: one red, one green, no third option, no abstain, the presidency as a stamp at the bottom of other people's drafting. Frame at about 0:53 in the Suzerain Trailer (Steam; scene-change survivor v0_0012). The frame is caught mid-scroll (the document's first line is clipped at the top), the sections, the budget line and both seals are complete.

Document Map Tooltip

Screen inventory

  • the bill is a full cream document laid over the map, written the way bills are written: Section I on the cultural elevation of Borin, Ribery, Lachaven, Anrica and Benfi, Section II on restoring landmarks in Lachaven and Anrica and renovating tourist infrastructure in Benfi, Section II Subsection I on the Caves of Antera and the vineyards of Borin, place names hyperlinked in teal back to the map behind the paper
  • the cost is not a tooltip or a confirm dialog: it is the document's last line, set in bold inside the text itself, '[-1 Government Budget]', so reading the law and pricing it are the same act
  • the decision is two wax-seal buttons at the foot of the page, red Veto on the left and green Sign on the right, above the printed office 'PRESIDENTEN DEI SORDLAND', the most consequential click in the game is styled as sealing a physical document
