What to study

Edicts as a card tree with a peanut gallery: every policy plaque wears its state (gold selection, red or green padlock) and its politics - the thumbs-up hands literally applaud the cards their factions like, so the cost of Redistribution is visible before its text is read. Presidente taking up the corner of his own policy screen is the series' whole thesis in one composition choice: in Tropico, the state is a person. Frame at about 0:25 in the Gameplay Trailer (Steam), a scene-change survivor (v0_0009 at 24.8s) inspected at full resolution in this run; the trailer pan crop and watermark are disclosed in the elements.

Card Tooltip

Screen inventory

• a parchment board headed by the greyed Church Tax card at top: policy cards as illustrated plaques - Redistribution (selected, gold frame, red padlock), Equal Opportunities, Tax Cut (green padlock), Obligatory Breaks with a briefcase icon, Daily Sickness Allowance with a bank icon, Sustainable Materials with a flag, and the half-seen Do You Want to Let Me In? at the bottom
• thumbs-up hands sprout from the cards factions approve of (Equal Opportunities, Redistribution, Tax Cut, Social Security at the right edge) - endorsement is a gesture icon, no tooltip needed
• the left spine labels the domain: Social; Presidente himself leans into the frame from the bottom-left corner, sash and star, watching you legislate
